QUESTION 72 (5 marks)
A retraining program enrols 10 000 displaced workers. Eighty per cent complete it; 60% of completers secure jobs requiring the new qualification within a year. Calculate the number securing those jobs and evaluate what the figures do and do not show about the program’s employment effect.
Practice marking scheme
Answer
4800 participants secure the specified jobs; the net additional employment effect is not established.
Working
10 000 × 0.80 × 0.60 = 4800. The skills link is consistent with reduced structural mismatch. However, some might have found similar work without the program, and new hires may displace other applicants. A comparison group, job retention and vacancy data would strengthen assessment. Completion is an output of the program, not the same as additional economy-wide jobs.

- Calculates 4800 correctly. [1 mark]
- Explains the skills-matching mechanism. [2 marks]
